PROJECT LEADER

Responsibilities will include:

1. Identify concrete reform recommendations to clarify and restructure functional responsibilities between central, provincial and district/city level governments in key service areas such as the education, health and infrastructure sectors
2. Synthesize the findings into one comprehensive report containing a logically coherent set of policy recommendations as inputs into the formulation of the Grand Design for Regional Autonomy
3. Develop a “road map” for the implementation of the policy recommendations

Person Specifications include:

1. University degree, preferably at the doctorate level, in economics, political science, international relations or other relevant field
2. A minimum of ten years in-depth theoretical knowledge and practical experience of development work in the area of decentralization and regional autonomy
3. Research-oriented and hands-on work experience pertaining to inter-governmental functional responsibilities in developing countries in general and Indonesia in particular
4. Project management experience in a developing country context
5. Previous experience working with Ministry of Home Affairs, Ministry of Finance, Bappenas and the Ministry of Administrative Reform
6. Excellent communication and presentation skills with fluency in English and Bahasa Indonesia

1. Outline specific Measures to improve personnel management policies and practices for the provincial and the district/city level governments in key service area such as the education, health and infrastructure sectors.
2. Synthesize the findings into one comprehensive report containing a logically coherent set of policy recommendations as inputs into the formulation of the Grand Design for Regional Autonomy
3. Develop a “road map” for the implementation of the policy recommendations

Person Specifications include:

5. Good communication and presentation skills with fluency in English and Bahasa Indonesia
